Dr. Penney graduated from Kenyon College in Gambier, Ohio, with a B.A. in Biology. He received his M.D. at the University of Vermont College of Medicine in Burlington and went on to complete his family practice residency at the State University of New York at Buffalo. He returned to Burlington in 1986 to help begin the practice here at 789 Pine Street.
